Changes in EU Zone Roaming charges and conditions applicable from Regulation 531/2012 of the European Parliament and of the Council (the ‘Regulation’) eliminating voice, SMS and data surcharges within the European Union Zone (EU, Iceland, Liechtenstein and Norway) comes into force on. Commission Implementing Regulation (EU) 2016/2286 lays down the rules of a fair use policy which operators may apply with regard to regulated retail roaming services. Operators may apply regulated surcharges on all regulated roaming services in cases where the EU fair use policy is breached.Conditions and charges for voice and SMS from/to European Union Zone (including Bulgaria) and Internet access in EU Zone countries:. Outbound traffic and SMS from/to European Union Zone countries (including Bulgaria) will be deducted from domestic minute and domestic SMS bundle volumes. Following exhaustion of such domestic minute and SMS bundle volumes or where the tariff plan does not include such volumes, the applicable charges will be calculated on the basis of the per minute/SMS rates set out in the respective subscription plan for calls/SMS to other national networks. Where the domestic subscription plan includes roaming minutes, these will continue to be valid at the conditions applicable so far.
Inbound roaming calls will not be charged;. For each roaming MB within EU Zone:‒ In the case of an ‘open data bundle’ subscription plan, the Operator may impose a restriction on the volume of data roaming retail services at the domestic retail price equivalent to twice the volume obtained by dividing the overall domestic retail price of that open data bundle, excluding VAT, corresponding to the entire monthly billing period by the regulated maximum wholesale roaming charge. Upon exhaustion of this volume you may continue to use data roaming services with such surcharge per MB as is equal to the regulated maximum wholesale roaming charge.‒ Where the Operator does not impose restrictions on the volume of data roaming retail services, users may use up the entire data volume in Bulgaria and in EU Zone in accordance with domestic charges and terms. This is slightly more complicated.
If your subscription plan includes a domestic data bundle, you will be able to use your MB limit while travelling in the EU Zone, although some restrictions may be applicable. Telenor will either provide you with a specific data volume or you will be allowed to use your entire current bundle when roaming with no surcharge. Information on the specific MB volume to be used in EU Zone are available to all clients since 15 June 2017 through the application or via the mobile portal, dedicated to roaming management. Telenor has the right to impose a surcharge on the regulated mobile roaming services within the EU zone when there is a prevailing presence and consumption in the EU zone for purposes other than periodic trips.
Telenor will notify you and after 14 days the surcharging for your consumption may start. This means that the minutes, SMS and MB provided under the EU Regulation for roaming in EU zone will only be valid in Bulgaria and you will not be able to use them in EU.
